The fans were involved in a fight involving some 100 supporters in the city centre in connection with a division one football match (Sweden’s third tier).
The fans were later released after the violence had eased.
“All of them were released once it had calmed down,” Eric Björkholm at Sörmland police said.
The fight broke out between fans of nearby Västerås and Eskiltuna in the vicinity of the central station. Eskilstuna City lost the match 1-3.
The incident is the latest in a slew of hooligan related incident which have blighted Swedish football in recent years.
The final of the Swedish Cup final in May ended in a violent victory march that saw at least one flare hurled into the crowd and that required police intervention.
Prime Minister Fredrik Reinfeldt felt moved in April to call on society to take a stand against the hooligans ruining Swedish football following the resignation of the coach of Stockholm club Djurgården citing fan threats.
“We have to show that we can not accept threats and violence,” he said.
Sweden’s justice minister Beatrice Ask on promised at the time that the law would be tightened but was unable to set a timescale or specify the changes that may be brought into effect.
