Oslo Municipality’s planning and building agency discovered that some of the rafts constructed and in operation in the Aker Brygge area of central Oslo didn’t have the proper planning permission.
Newspaper Avisa Oslo reported that the agency found that saunas operated by KOK were in violation of the rules after a tip-off from one of the company’s competitors, Mad Goats.

The tip-off was made after Mad Goats was ordered to apply for the necessary permits to have saunas by the harbour.
KOK risks fines if a permit is not applied for within a deadline. If the application is also unsuccessful, then the entire facility run by KOK could be removed.
Mad Goats missing permits were discovered after Aker Brygge’s residents complained about the noise from Mad Goats’ customers.
“There is a small group of bitter people who see others laughing and having fun and want to stop them because they are unhappy themselves,” Tomas Hansson, founder and manager of Mad Goats, told Avisa Oslo.
Mad Goats said that it had not initially applied for a permit from the building agency as it believed it only required permission from the landowner, Selvaag Eiendom.
Aker Brygge, Oslo Opera House, and Sukkerbiten are three of Oslo’s most popular locations for floating saunas.
